High Level session on Water & Adaptation - 05/12/2019
Background:
The International Network of Basin Organizations (INBO) is present at the 25th Conference of the Parties (COP25) of the United Nations Framework Convention on Climate Change (UNFCCC), which is held from Monday 2 to Friday 13 December in Madrid.
INBO is involved in 8 events as organizer and speaker on Friday 6 to Tuesday 10 December to talk on behalf of the river basins, share their experiences and promote exemplary projects that have been carried out in the field. It highlights the contribution to climate change adaptation made by the institutions involved in the basin management of river, lakes and aquifers, with some essential messages:
- Climate impacts are primarily affecting the water cycle (droughts, floods, unpredictable rainfall patterns, etc.);
- These impacts on water have a domino effect on all environments and sectors highly dependent on the blue gold, with, for example, a reduced capacity to irrigate crops, water livestock and cool our power plants.
It is therefore essential to establish optimal water resources management, integrated at the level
of the basins of rivers, lakes and aquifers!
This integrated management must seek for a balance between conventional grey engineering solutions and green solutions (such as nature-based solutions and ecosystems), which are "no regrets" adaptation measures (effective whatever the climate change scenario). These green solutions with multiple benefits will be highlighted at the COP25 to link climate change adaptation with biodiversity, which will mark year 2020, especially through the major events that are the World Conservation Congress and COP15 on biodiversity, an opportunity to coordinate ambitions for climate with those for biodiversity.
As Secretariat of the Global Alliances for Water and Climate (GAfWaC), launched at the COP22 in Marrakech in 2016, INBO is also presenting to the COP25 the assessment and the prospects of this joint effort, gathering stakeholders in basins, cities, businesses, energy and clean desalination, within the Marrakech Partnership for Global Climate Action -MPGCA.
INBO: a historic participant in Climate COPs
Our network has been involved as an organizer in the preparation of each of the official Climate COP events on water issues, since their beginning at the 2015 COP21 in Paris. On the occasion of this first event (that of the water sector finally being recognized as paramount to meet the climate challenges), the little story was mingled with the great: that of the signing of the Paris Agreement, first world agreement on the fight against global warming.
Since then, INBO has organized the official Climate COP events on water in Marrakech (on the occasion of COP22 in 2016, which saw the launching of the Marrakech Partnership for Global Climate Action -MPGCA), Bonn (COP23, 2017), Katowice (COP24, 2018) and now in Madrid, with the "Water Action Event" to be held on Friday 6 December, from 10:00 to 13:00.
